The energy performance of buildings directive was adopted into Irish law at the beginning of 2006 with a further 3 years being allowed for the phased implementation of BER Assessments.
As of the 1st January 2009 every residential or commercial building offered for sale or rent will require a BER. Sustainable Energy Ireland (SEI) has been designated as the issuing authority with the responsibility for the registration or BER Assessors, logging of BER assessments and ongoing management of the BER scheme, for more information please visit www.sei.ie/ber. It has been recognized that in the European Community building energy consumption accounts for approximately 40% of the total energy consumed by final users (ie. Private public enterprises and households) and one of the key roles of the Energy Performance of Buildings Directive (EBPD) 2002 is aimed at improving energy performance in residential and non-residential buildings both new and existing.
There are certain buildings that do not apply and therefore do not need a BER certificate and these are:-
1. Protective structures
2. National monuments
3. Buildings used as places of worship
4. Temporary buildings
5. Standalone buildings with a total floor area of less than 50 sq. meters
6. Non residential agricultural buildings with an installed heat capacity that does not exceed 10 watts per meter squared which is W/mē and industrial buildings with an installed heat capacity that does not exceed 10W/mē
